On September 29, 2000, the Authority submitted an application to the NJDEP and the New Jersey Environmental Infrastructure Trust (NJEIT) for a low-interest loan for the transmission main and pump station portion of the reservoir project. The NJEIT provides loans with interest rates that are approximately 50% of the prevailing market rate.

The NJDEP determined that this project was eligible for $17,893,626 in funding and the bonds carry an interest rate of 2.19%. The Final Payment Request No. 8 totaling $314,263.96 associated with the New Jersey Environmental Infrastructure Financing Program was submitted to the New Jersey Department of Environmental Protection on October 25, 2007 for approval.  Additional back-up information was submitted to the NJDEP in November 2007 increased the final payment amount to $317,634.00.  The final payment was approved on December 11, 2007. The Authority has received $12,318,530.90 in reimbursement from the NJDEP.
